The Right Interventions for the Right Audience
DSWD’s Pantawid Program aims to reduce the occurrence and curb the cycle of poverty by investing on the human capital of children from families in extreme and chronic poverty. Within this organization, its Capability Building Unit ensures that necessary people are equipped with the proper working knowledge, skills, and attitude in doing their part for the success of the program.
Beginning in 2015, the Capability Building Unit sought to educate Pantawid trainers on how to measure applicable competencies and other standards using prepared and designed assessment tools and methods. The group also wanted target participants to be able to design and develop a learning intervention – specifically a classroom based event.
The components of the intervention focused on (1) establishment of standards, (2) measurement of standards using evidence, (3) development of objectives based on standard, and (4) design of learning intervention based on the set objectives. The solution incorporated the implementation of the following activities and the use of key tools – Assessment Instrument Design + Development, Performance Management Canvass, Competency Card Play, and Intervention Design + Development Workshop.
A module from the Competency Model Development Workshop was lifted and expended for the team to learn about Assessment Instrument Design and Development. A simulation of Competency Assessment was conducted with the use of the Role Play Technique and the Performance Management Canvass.
Likewise, Competency Assessment, Prioritization and Development Plan creation were also simulated through the use of Competency Card Play. Finally, Competency Gaps identified through the assessment became the focus of the group’s Intervention Design and Development work.
DSWD’s Pantawid is on its 11th year of implementation. The program covers 41,552 barangays in all 145 cities and 1,483 municipalities in 80 provinces nationwide. Registering 4,876,394 households since the program started in 2008, which represents 95% of its target households, 94.55% are covered by the regular Conditional Cash Transfer program while 5.45% are covered by the Modified Conditional Cash Transfer.
A total of 13,804 technical and administrative positions assigned at the National and Regional Offices (including personnel assigned at the covered provinces and cities/municipalities) has been approved for the program. As of 31 March 2019, 13,328 personnel have been hired (96.55% of the positions). Additionally, 8,768 personnel are under in contractual position (65.79% of staff).
